GENERAL REVISION OF THE LOCAL URBAN PLANNING PLAN (PLU)
NOTICE OF OPENING OF THE CONSULTATION PHASE
By deliberation dated December 18, 2024, the Municipal Council prescribed a general revision procedure for the PLU of the commune of Bagnols-sur-Cèze and set the following objectives:
- Renew the planning process in light of sustainable development and ecological transition by proposing a coherent, relevant and shared sustainable planning and development project (PADD) integrating the new dynamics and conditions of balanced planning and development of the territory;
- Respond, in light of economic and demographic forecasts, to the new needs of the municipality, particularly in terms of economic development, spatial planning, environment, transport and travel, facilities and services for the population;
- Strengthen the protection of certain open, green, wooded or landscaped spaces in urban areas of the territory by implementing urban planning which creates, in addition to construction possibilities, natural spaces in the city, in particular by increasing the surface area of open ground and reducing impermeable soils and planting new trees;
- Preserve the living environment by controlling urban development and strengthening the limitation of the consumption of natural, agricultural and forestry spaces (ENAF) to meet in particular the needs of agricultural activities and the protection of the natural environment and landscapes;
- Continue to protect and enhance the wealth of the architectural and urban heritage of Bagnols-sur-Cèze, particularly in relation to the Remarkable Heritage Site (SPR);
- Allow the renovation, enhancement and revitalization of the city center, in particular by consolidating shops and services, central facilities, the quality of public spaces and the enhancement of its built environment, to make it more attractive and improve the influence of the town;
- Allow urban renewal and in particular the restructuring of the Escanaux district;
- Linking urbanization and mobility and integrating developments to enable Bagnolais to travel primarily in active modes throughout the municipal territory, also consolidating other alternative modes to individual car use (public transport, carpooling, etc.) and improving traffic conditions;
- Strengthen the urban, architectural and landscape quality of city entrances, particularly at the level of the RN 580, the RN 86, the RD 6, the RD 980 and the RD 6086;
- Allow development but also supervise and control the supply of housing by promoting inclusion, social, intergenerational and urban diversity in a coherent manner to meet the needs of the territory, taking into account the residential journey;
- Promote sustainable development operations and quality construction;
- Strengthen and enhance the local economic fabric, particularly the businesses and activity zones of Berret, Euze and Fangas;
- Ensure that equipment and services adapted to the needs of the population are maintained;
- Enable the development of electronic communications, digital technologies and technological innovation in construction, development or services, with a view to improving urban space and a sustainable, accessible and connected city and strengthening service, in particular to economic activity zones (ZAE);
- Preserve public safety and health;
- Take into account the issue of network management (drinking water, wastewater, rainwater, etc.), the flood risk linked to the Cèze and its tributaries, the fire/forest and vegetation fire risk, and more generally any foreseeable natural or technological risk, pollution and nuisances with a view to prevention and resilience;
- Consolidate the protection of natural environments and landscapes, in particular the Cèze and its surroundings as well as forest areas, the preservation of air, water and subsoil quality, natural resources, biodiversity, ecosystems, green spaces as well as the creation, preservation and restoration of ecological continuities;
- Combating land take, with the objective of no net land take by 2050, in line with higher standards. This results from the balance between controlling urban sprawl, urban renewal, optimizing the density of urbanized spaces, urban quality, preserving and restoring biodiversity and nature in the city, protecting the soils of natural, agricultural and forest areas, and renaturing artificialized soils;
- Control energy consumption and enable the development of energy production from renewable sources;
- Combating and adapting to climate change;
- Reduce greenhouse gas emissions, particularly by promoting active modes.
This deliberation also specifies the public consultation procedures chosen. These are as follows and will be implemented throughout the procedure:
- Publication of a notice of opening of the consultation phase, providing information on its opening and its terms, upon approval of this resolution, on the City's website (www.bagnolssurceze.fr, page dedicated to consultation), on the municipal bulletin “Bagnols & Vous” as well as on the social networks of the Municipality (Facebook).
- Posting at the Town Hall, at the Town Hall Annex, at the Public Tranquillity and Prevention Department and at the Technical Services, of the resolution prescribing the general revision of the PLU, defining the objectives pursued and the terms of the consultation, for a period of one month, mention of this posting will be inserted in visible characters in a newspaper distributed in the department (Midi Libre). The resolution will also be available for download on the City's website;
- Regular information for the public on the progress of the procedure and the development of the project on the City's website (www.bagnolssurceze.fr), on the municipal bulletin "Bagnols & Vous" as well as on the Municipality's social networks (Facebook);
- Provision to the public of a consultation file including documents, plans and studies relating to the general revision project of the PLU (completed as the various stages of development of the PLU revision project progress) and a register intended to receive observations and proposals from any interested person at the municipal technical services located at 53 Avenue de l'Hermitage, Bagnols-sur-Cèze, in the Berret activity zone, during normal opening hours and days;
- Holding of at least 3 public meetings, at the key stages of the development of the project (diagnosis, general guidelines of the development and sustainable development project, translation into the development guidelines and regulations). Each public meeting will be the subject of appropriate prior publicity, by posting at the Town Hall and technical services and publication on the website, the social networks of the municipality and a newspaper distributed in the department (Midi Libre).
- The public will be alerted that the consultation is about to end, at least 15 days before the end of the consultation, by posting at the Town Hall and technical services and by publication on the town's website, its social networks and in a newspaper distributed in the department (Midi Libre).
All working documents can be consulted in paper version at the Technical Services of the Town Hall located at 53 Avenue de l'Hermitage, in the Berret activity zone, during the usual opening days and hours and can be downloaded from the Town's website at the following address:
